Districts Ms Editor The bell on the union school building here sounds so much like your college chapel bell that when I first heard it I could scarcely persuad myself that I had not tumbled into your town unawares I learned the contrary however but the incident recalled to mind the fact that I have not as yetfulfilled my partial promise to writesomething more of Delaware Whatsuggested the promise was the discovery not long ago of an early Oberlin Btudent among the early teachers of Delaware county Of late the University at the county seat supplies this region with teachers of the higher grade but the time 1 reter to was before the founding of that institution The school was called the academy and was the first attempt in the couuty in the way of an advanced grade of schools It was a chartered institution located at Berk shire corners in the eastern part of the countv and was built in 1S10 The building is still standing used as adwelling and was originally erected at a cost of three or four hundred dollars the sspenae of which was defrayed by the le or shares at ten dollars each The first session of school was held in the following winter with G S Bailey of Oberlin as teacher and some thirty scholars made up from the young men aud women of the aurroundinsr couutrv The community in whiA the enterprise was undertaken was a chip of the old block ot Massachusetts and was remark able for the high intellectual character of its early settlers At this time however the proslavery sentiment was very strong in the com munity and Oberlin was not looked upon as a desirable place to hail from Bailey seems to have been discreet and said nothing of his sentiments on tiiis subject until the last week or two of his stay His management of the school had been highly satisfactory to all and his avowal of his sentiments and his college fairly astounded the good people who looked for nothing good to come out of Oberlin Liberal as the old New England senti ment was in the matter of education and highly as they esteemed Mr Baileys ability as a teacher they could hardly reconcile themBelveg to the fate that had thrown one of those Oberlin agitators into their midst All that sentiment has long since passed away and some ot the scholars who enjoyed that hrst winter s instruc tion speak of it as the most valuable of their lives Mr Bailey is represented as an earnest conscientious worker whose instruction did not cease with school hours His sentiments his Oberlin characteristics made a wonderful im pression on the plastic minds of many of his pupils and the inHuence of that one term cannot be easily estimated Among the scholars of that session the number that have achieved more than ordinary distinction is a governor a congressman a banker and one whose active participation in the antislavery nd temperance work upon the platform has gained for her a wide circle ofadmirers This school continued for a few years longer but the founding of the OnioWeslyau Uuiversity put an end to the de and whicn called it into existence JH B Mt Gilead 0 May 7 18S0 WASHINGTON LETTER Coucrossioual Matters and Presidential Prospects Washington D C Jllay 1880 The Congress is working hard to pass the appropriation bills so as to adjourn by the Hist instant the date fixed by the House but there is a strong minority opposed to adjournment insisting that some tariff measures should be passed But it may be conridered certain that the session will not be prolonged beyond the first of June This Congress has accomplished a practical good and the Democrats feel that every days delay only Berves to render their neglect more marked while Republicans not being in the majority and being free fiomresponsibility for the course of legislation have uo reason to fear going before the people The past week in Washington has seemed very much like inaugaration times the races having broughtthousands of strangers to the city The horse part of the business was in every way a success but the great boat race was a miserable swindle on the vast concourse of people who stood in the suu broiling tor three hours and were repaid byseetug Haulau pull leisurely along over the course without any competitor Either Courtney is a great coward or as is more likely was in the hands of the gambler from the start We however stand a chance of a little reward as the citizens have raised a purse of U0U for which Hanlan and Riley will compete on Wednesday next As there is a good deal of bstd blood between the two men here will doubtless be a good race The conventions in the differentiates have nearly alt been held aud the chances of the respective candidates lor the nomination at Chieago have beeu so nanowed down that a near estimate can be formed of their standing Theoutlook is altogether favorable to General Grant though the estimate of those not likely to be led by partitinship place him about seventy vules short of amajority The result in Illinois has beeu followed by efforts here to coucentmte the antiGrant strength ou one candidate and it is stated that the whole of the opposition vote will be given to Blaine or Sherman whichever one is thestrongest iu the convention As there is no doubt ou this point the antiGrant for ces will be led by Mr Blame who goes to Chicago in person and in case ol his uccess Mr Sherman will remain at the head of the Treasury whore he is etui noutly useful and which he cannot leave n the opinion of manv Republicans without doing the party and the country great damage The Cincinnati Commer cial will take the lead in advocating this course and it is hkelv that after an in formal complementary ballot the mass oi tlie Ohio delegation will go to Blame Notwithstanding tins your correspon dent is ot the opinion that the Grant managers have matters well iu hand aud that the General will be nominated There is the usual talk of a bolt and a ibirtl ticket but after the nomination the dissatisfied ones will fall into the ranks recognizing that the choice is to be between the principles of theDeuiocraiic party and those of the Republican The Kellogg matter goes over without final action Two or three of the Dem
