prohibits such cuts was temporarily abolished to be reexamined in 1959 I will do all i tlik rule but i can io ennui Council has no power over the I l i iin fnr faculty and can oiuj u a student opinion The point is this when the rule was suspended there was noagreement between Council and thefaculty on how to interpret theresults of the suspension Council could have said If attendance drops by less than ten per cent lets abolish the rule if not we can discuss it furtherUnfortunately two years later nobody knows whether the resulting drop in attendance was enough towarrant abolishing the rule Any attempt to temporarily suspend a college rule can be more persuasive to the faculty and more smoothly carried through if a standard is set up for theelimination of the rule before it istemporarily suspended Personally 1 ouldlike to see the liquor ru e suspended for a year under these conditions but this type offoresight could be used in anyCouncilfaculty relations that involve student rules M Council precisely as they earlierdeclared they would begin to mutter Its that time of year again But is it that time of year again only because it is If it is why is it Council elections are held once each year primarily in an attempt to secure what isusually called dynamicleadership known to the morecautious as effective leadership Each year at this time theretiring Council is and should beaccused of lacking this mostadmirable quality perhaps nothing is quite so dynamic as anaspiring candidate 22 suchcandidates present themselves to you on these pages Consider them In these platforms you will find 22 varieties of emphasis As a result a word oninterpretation is in order The specific ideas and recommendations of the candidates should best be ignored as a basis for your Joe Cooper Sophomore such The questions may be the rehashing of an old problem the muchdebated carrule and social restrictions with its shifting and complicating facets the need for bettercoordination and organization both within Council itself and with other campus groupsInternational Affairs Committee andNational Student Association forinstance or something of which we now have no inkling Allhowever should be attacked in the same manner It is the job of a member of Student Council to thoroughlyacquaint himself with the whole of each problem He must notoverlook any pertinent factor It is only by considering the opinions of all concerned studentsfaculty and town that he can truly digest the entire problem If the student body is unaware of the question it is his place to arouse student interest Perhaps the most important factor influencing a Councilmembers decision is that of student opinion It is for the student body that a member of Council acts hence he must be receptive to all ideas A Council member can not be complacent or even lethargic He must seek out everything which might be relevant to the issue Then from this amorphous mass of information he must weed out the facts salient to hisdecision Any decision must be made on the basis of student need and benefit A Council member must act in the best interest of the wholestudent body This I will do if given the opportunity to represent you John feel that I know a good number oi me siuutmu freshmen and upperclasmen alike In this respect I believe I am qualineu iu Regarding experience I feel that few positions in this school could L J yi f iti VW Oh i JV T0 12 vote much more important in your consideration should be their reasons for these ideas and whether it seems that thespecific recommendations remain subject to change pending new andor different information Student Council is anorganization which for better or worse affects you to the extent of 23 by now unless you aredelinquent and in many other ways as well The methods of analysis demonstrated in 12 of these statements will beemployed throughout next year on many other problems Council is faced with two types of work the work it must do and the work it can doDuring the past three or four years the major concern of Council has been to perfect themechanical processes by which the first type may most easily be dispensed with Two giant steps taken in this area are represented by the currentFinancial Charter and Council ByLaws That sometremendously complicated problemsremain in this area should serve possibly give one the right to say that he has the experiencerequired to serve on Council That experience comes only fromserving in this capacity The activities I have participated in however have oriented me to studentproblems For example as treasurer of Cosmo Club I have gained anunderstanding of the problem ofintegrating foreign students into campus life as a freshmancounselor I have been directlyconcerned with the general interests of the freshman class Remember when voting it isunimportant what the particularaspirant for a Council position wants rather what is important is what the students themselves want The views of one particular individual are actuallyinsignificant what should be the deciding factor is whether or not theindividual can properly represent votir views Woody Donovan One of the reasons forAdministrationstudent conflicts such as the one in which were nowengrossed is a rather unfortunate though not incurable situation Students in trying to gain agreater degree of freedom andselfdetermination in the areas thatintimately affect them have been pursuing a course of demanding the most radical changes hoping to win even the mostconservative of concessions Consequently the halfway measures which are finally conceded generally are not very acceptable to the student body Often then individualsoverstep the boundaries that have been granted and the Administration chalks up another case of student body irresponsibility to which it refers the next time a student proposal is brought up And It is not to be blamed for how can the student bodys promise ofresponsibility to enforce newproposals be honored with such a past list of student irresponsibilities The Administration does notrealize however that such promises would have a much greater chance of being fulfilled if the problem had been squarely met in the first place A much healthier atmosphere would be one in which the students could present a frank forthright request without fear of being au tomatically compromised Under such an atmosphere I think there would be more reasonable and less radical requests and if accepted I am sure the Administration and faculty would be surprised at the show of student responsibility I feel that Council must assume leadership in addition to many and diverse functions in achieving such an atmosphere of frankness This can only oe done by a Council whose members know and are familiar with the opinion of various factions of the student body In this respect I feel I am qualified COUMCIL to caution any who wouldboldly assert that the time has come to turn complete attention to studentfaculty relations or to representation of studentopinion to the outside worldPerhaps a trend in this direction could be justified hopefully it can since the trend is underway but it requires a special kind of person and Council to have the interest and ability to cope with financial charter violations as well as loyalty oaths Progress in Council results from cumulative effort over an extended period of time This progress may present itself to others as a series of lulls and giant steps but more often than not the major steps have had considerable preparation either explicit or implicit An election with its accompanying dynamism and resultant new supply of ambition and ideals serves as a major stimulus to the whole process It is also the only time when you have an opportunity to influencedirectly the course of action Consider well and VOTE Dave Dreyer Freshman Forensic Union Col legiate Symphony To give my ideas and focus at tention on issues which directly or indirectly affect Council I submit the following platform 1 Favor keeping the activity fee at present rate of 23 2 Oppose salaries for top men on Review HiOHi and WOBC as well as for centers goalies and quarterbacks Favor investigation of scholarships for those who would best fit top positions yet depend on campus jobs and there fore cannot afford the time 3 Favor national advertising in HiOHi to increase revenues 4 Favor putting IAC repre sentative on a years study basis Favor sending such a rep to Soviet controlled area if we have highly qualified candidates 5 Favor closed door Council meetings for a larger number of nominations procedures 6 Favor automatic section parties liberalization of car rule and liberalization of social reg ulations except the liquor rule 7 Favor present election sys tem broader Yeoman and the educational policy effort Oppose segregated Washington semester new loyalty oath and no cut rule On policies not mentioned shall try to obtain student ideas and observe social research polls In the final analysis I shall rely on my contemporary judgment on all issues I believe that it is diffi cult to oppose the best interests of the student body and still remain on Council If elected I wish to run next year on my record On Tuesday evening and for election day meals I shall be at Dascomb to answer questions My room is 225 Burton Fran Falkenstein Freshman House Council Oberlin is a unique academic community The traditions and at titudes which have evolved at Oberlin are articulated in the policies of the school Thetraditions created here continue toattract a certain type of student body I am now a student at Ober lin having chosen the school for the community it represents The community however for all its traditional background is by no means a static one Oberlin has had to continually change and to adapt to the times Simultaneously it has to maintain the basicprinciples on which its ideological foundation rests fitting them into 1 I X w ros new circumstances Some areas of student life lately have beenaffected by the changing of rules womens pers have been extended and the days of compulsory lights out are over Recentlydifficulties have arisen regarding college social policy and studentresponsibility The dynamics of maintaining balance between what sometimes seem to be diametrically opposed administrative and students goals are complex Student government by very definition plays a vital role in the achievement of this balance The Student Council as a representative coordinating and mediating body has a manifold function in the interplay ofstudent government Perennially complaints arise that Student Council is entering areas in which its members do not have sufficient knowledge However inadministrating the various studentactivities Council evaluates on the re ports and suggestions of the rep resentatives of the other student organizations Council must have the authority necessary to be the coordinating body of all student activities on campus The Council determines the budgets for stu dent activities and its committees deal with all areas of student life Council is given much authority for its dealings on campus and such authority necessarily in volves power Power is not always used in the right direction or in the right amounts Council members should not be mere lipservice representatives of the student body they have to be selfsufficient responsible indi viduals This responsibility de mands an awareness of campus af fairs which can only be attained through developing contacts in the diversified areas of student life Selfsufficiency and initiative crystallize awareness into well directed action It is up to the stu dent body to vote in an informed past week I have constantly come up against one question Why should I vote for you for Student CouncilUnfortunately I have never come up with a very satisfactory answer and yet I have come to the con elusion tnat no candidate can really answer that question It must be left up to you the voter For I feel there are three main requisites for a member of the Student Council The first two are time and interest and I am sure that all of the candidates feel they have a sufficient amount of both or they would not have their names placed on the ballotTherefore the question hinges on the third which is ability When most people ask this question they are looking for concrete answers such as I will bring liquor on campus or I will do away with Womens Board and yet I do not feel such answers are of prime importance For unless we have been on Coun cil before our knowledge of the problems that Council is liable to face this year is not extensive enough now to make valid deci sions Thus the ability needed is one of being able to look into these situations with an open mind of finding facts and being able to evaluate them and finally ofcoming to a rational conclusion These plus the ability to understand stu dent opinion are the qualities on which you must base your deci sion and whether you are able to judge the candidates frompersonal contact with them or from the knowledge of others dent In the past two years Student Council has made valuable revi sions in its administrative struc ture with the view in mind of providing more adequate chan nels of communication between the student body Councilsubcommittees and Council and of freeing Council meetings of ad ministrative details Although these changes have improved the T administrative situation greatly there still exist problems in this area The communicationsbetween Council and its subcommit tees while being structuarlly sound need improvement The role functioning and relationship to Council of a subcommittee should be discussed with thesubcommittee as soon as it isorganized and selected Council has a problem frequently of not having enough applicants for committee positions This problem exists not because of a general disinterest of the student body but because the purpose and functions of the com mittee in question are often not known or not clear A more in tensive publicity campaign toacquaint the campus with thecommittee under consideration would help to alleviate this problem This problem being particularly acute to the freshmen it could be solved by incorporating into JR orientation a Council education program The role of the student body should not be underestimated On a campus where the vastmajority of the activities are run bystudents with little or no help from the faculty and administration not only a responsible will informed Student Council is needed but the student body itself needs to feel the concern interest andresponsibility in this area The policymaking function of Student Council can be more wisely executed by sampling campus opinion through increased and more fruitful use or the newly formed Social Research Committee While two of the majorfunctions of Council have been dis cussed Council is also concerned with Studentfaculty relations For this purpose the StudentFaculty Conference committee exists Council also maintains direct ties with members of the faculty and administration Contacts of this sort are invaluable when Council embarks on policy matters of con cern to these two groups such as the recent discussion of theEducational Process Fred Hiestand Junior VicePresident Young Democrats WOBC Freshman year Review Sophomore year LUNA delegate Publicity Director Freshman Social BoardWashington Semester Among the issues that Council must consider this Spring isapproval of salaries for the Editors of the HiOHi and the Review These positions must be held by highly experienced and talented personnel who are required to spend excessive amounts of time on their jobs in addition tofulfilling other responsibilities Toattract and hold such qualified persons I believe that Council must compensate them with asalary More than any otherorganizations on campus the Review and the HiOHi perform vitalservices to the student body serving as the reflector of student opinion and preserving the important events of each year Everystudent who recognizes theimportance of these publications must realize the tremendous difficulties involved in producing a paper or yearbook If we expect the quality and coverage of the twopublications to improve we should be willing to compensate the people who are willing to undertake the job In regard to the present Council Committee system I propose that the LUNA and IAC Committees be combined These two Committees have a single purpose to stimulate interest in both foreign countries and international politicsCombined LUNA and IAC couldundertake a comprehensive research program to gather information on foreign nations The knowledge gained would be beneficial in two ways 1 a more intelligentdecision could be made on areas where summer reps are sent and 2 delegations to the yearly LUNA Convention would be equipped with a greater knowledge of the countries they represent Finally I suggest that thecombined LUNAIAC Committeeaccept the responsibility ofpromoting campus interest ininternational relations and the UnitedNations At the present time LUNA and IAC devote too many of their efforts toward planning programs that are beneficial for a limited attacked in the same manner It is the job of a member of Student Council to thoroughlyacquaint himself with the whole of each problem He must notoverlook any pertinent factor It is only by considering the opinions of all concerned studentsfaculty and town that he can truly digest the entire problem If the student body is unaware of the question it is his place to arouse student interest Perhaps the most important factor influencing a Councilmembers decision is that of student opinion It is for the student body that a member of Council acts hence he must be receptive to all ideas A Council member can not be complacent or even lethargic He must seek out everything which might be relevant to the issue Then from this amorphous mass of information he must weed out the facts salient to hisdecision Any decision must be made on the basis of student need and benefit A Council member must act in the best interest of the wholestudent body This I will do if given the opportunity to represent you John VW Oh i JV T0 12 vote much more important in your consideration should be their reasons for these ideas and whether it seems that thespecific recommendations remain subject to change pending new andor different information Student Council is anorganization which for better or worse affects you to the extent of 23 by now unless you aredelinquent and in many other ways as well The methods of analysis demonstrated in 12 of these statements will beemployed throughout next year on many other problems Council is faced with two types of work the work it must do and the work it can doDuring the past three or four years the major concern of Council has been to perfect themechanical processes by which the first type may most easily be dispensed with Two giant steps taken in this area are represented by the currentFinancial Charter and Council ByLaws That sometremendously complicated problemsremain in this area should serve possibly give one the right to say that he has the experiencerequired to serve on Council That experience comes only fromserving in this capacity The activities I have participated in however have oriented me to studentproblems For example as treasurer of Cosmo Club I have gained anunderstanding of the problem ofintegrating foreign students into campus life as a freshmancounselor I have been directlyconcerned with the general interests of the freshman class Remember when voting it isunimportant what the particularaspirant for a Council position wants rather what is important is what the students themselves want The views of one particular individual are actuallyinsignificant what should be the deciding factor is whether or not theindividual can properly represent votir views Woody Donovan One of the reasons forAdministrationstudent conflicts such as the one in which were nowengrossed is a rather unfortunate though not incurable situation Students in trying to gain agreater degree of freedom andselfdetermination in the areas thatintimately affect them have been pursuing a course of demanding the most radical changes hoping to win even the mostconservative of concessions Consequently the halfway measures which are finally conceded generally are not very acceptable to the student body Often then individualsoverstep the boundaries that have been granted and the Administration chalks up another case of student body irresponsibility to which it refers the next time a student proposal is brought up And It is not to be blamed for how can the student bodys promise ofresponsibility to enforce newproposals be honored with such a past list of student irresponsibilities The Administration does notrealize however that such promises would have a much greater chance of being fulfilled if the problem had been squarely met in the first place A much healthier atmosphere would be one in which the students could present a frank forthright request without fear of being au tomatically compromised Under such an atmosphere I think there would be more reasonable and less radical requests and if accepted I am sure the Administration and faculty would be surprised at the show of student responsibility I feel that Council must assume leadership in addition to many and diverse functions in achieving such an atmosphere of frankness This can only oe done by a Council whose members know and are familiar with the opinion of various factions of the student body In this respect I feel I am qualified COUMCIL to caution any who wouldboldly assert that the time has come to turn complete attention to studentfaculty relations or to representation of studentopinion to the outside worldPerhaps a trend in this direction could be justified hopefully it can since the trend is underway but it requires a special kind of person and Council to have the interest and ability to cope with financial charter violations as well as loyalty oaths Progress in Council results from cumulative effort over an extended period of time This progress may present itself to others as a series of lulls and giant steps but more often than not the major steps have had considerable preparation either explicit or implicit An election with its accompanying dynamism and resultant new supply of ambition and ideals serves as a major stimulus to the whole process It is also the only time when you have or indirectly affect Council I submit the following platform 1 Favor keeping the activity fee at present rate of 23 2 Oppose salaries for top men on Review HiOHi and WOBC as well as for centers goalies and quarterbacks Favor investigation of scholarships for those who would best fit top positions yet depend on campus jobs and there fore cannot afford the time 3 Favor national advertising in HiOHi to increase revenues 4 Favor putting IAC repre sentative on a years study basis Favor sending such a rep to Soviet controlled area if we have highly qualified candidates 5 Favor closed door Council meetings for a larger number of nominations procedures 6 Favor automatic section parties liberalization of car rule and liberalization of social reg ulations except the liquor rule 7 Favor present election sys tem broader Yeoman and the educational policy effort Oppose segregated Washington semester new loyalty oath and no cut rule On policies not mentioned shall try to obtain student ideas and observe social research polls In the final analysis I shall rely on my contemporary judgment on all issues I believe that it is diffi cult to oppose the best interests of the student body Falkenstein Freshman House Council Oberlin is a unique academic community The traditions and at titudes which have evolved at Oberlin are articulated in the policies of the school Thetraditions created here continue toattract a certain type of student body I am now a student at Ober lin having chosen the school for the community it represents The community however for all its traditional background is by no means a static one Oberlin has had to continually change and to adapt to the times Simultaneously it has to maintain the basicprinciples on which its ideological foundation rests fitting them into 1 I X w ros new circumstances Some areas of student life lately have beenaffected by the changing of rules womens pers have been extended and the days of compulsory lights out are over Recentlydifficulties have arisen regarding college social policy and studentresponsibility The dynamics of maintaining balance between what sometimes seem to be diametrically opposed administrative and students goals are complex Student government by very definition plays a vital role in the achievement of this balance The Student Council as a representative coordinating and mediating body has a manifold function in the interplay ofstudent government Perennially complaints arise that Student Council is entering areas in which its members do not have sufficient knowledge However inadministrating the various studentactivities Council evaluates on the re ports and suggestions of the rep resentatives of the other student organizations Council must have the authority necessary to be the coordinating body of all student activities on campus The Council determines the budgets for stu dent activities and its committees deal with all areas of student life Council is given much authority for its dealings on campus and such authority necessarily in volves power Power is not always used in the right direction or in the right amounts Council members should not be mere lipservice representatives of the student body they have to be selfsufficient responsible indi viduals This responsibility de mands an awareness of campus af fairs which can only be attained through developing contacts in the diversified areas of student life Selfsufficiency and initiative crystallize awareness into well directed action It is up to the stu dent body to vote in an informed past week I have constantly come up against one question Why should I vote for you for Student CouncilUnfortunately I have never come up with a very satisfactory answer and yet I have come to the con elusion tnat no candidate can really answer that question It must be left up to you the voter For I feel there are three main requisites for a member of the Student Council The first two are time and interest and I am sure that all of the candidates feel they have a sufficient amount of both or they would not have their names placed on the ballotTherefore the question hinges on the third which is ability When most people ask this question they are looking for concrete answers such as I will bring liquor on campus or I will do away with Womens Board and yet I do not feel such answers are of prime importance For unless we have been on Coun cil before our knowledge of the problems that Council is liable to face this year is not extensive enough now to make valid deci sions Thus the ability needed is one of being able to look into these situations with an open mind of finding facts and being able to evaluate them and finally ofcoming to a rational conclusion These plus the ability to understand stu dent opinion are the qualities on which you must base your deci sion and whether you are able to judge the candidates frompersonal contact with them or from the knowledge of others dent In the past two years Student Council has made valuable revi sions in its administrative struc ture with the view in mind of providing more adequate chan nels of communication between the student body Councilsubcommittees and Council and of freeing Council meetings of ad ministrative details Although these changes have improved the T administrative situation greatly there still exist problems in this area The communicationsbetween Council and its subcommit tees while being structuarlly sound need improvement The role functioning and relationship to Council of a subcommittee should be discussed with thesubcommittee as soon as it isorganized and selected Council has a problem frequently of not having enough applicants for committee positions This problem exists not because of a general disinterest of the student body but because the purpose and functions of the com mittee in question are often not known or not clear A more in tensive publicity campaign toacquaint the campus with thecommittee under consideration would help to alleviate this problem This problem being particularly acute to the freshmen it could be solved by incorporating into JR orientation a Council education program The role of the student body should not be underestimated On a campus where the vastmajority of the activities are run bystudents with little or no help from the faculty and administration not only a responsible will informed Student Council is needed but the student body itself needs to feel the concern interest andresponsibility in this area The policymaking function of Student Council can be more wisely executed by sampling campus opinion through increased and more fruitful use or the newly formed Social Research Committee While two of the majorfunctions of Council have been dis cussed Council is also concerned with Studentfaculty relations For this purpose the StudentFaculty Conference committee exists Council also maintains direct ties with members of the faculty and administration Contacts of this sort are invaluable when Council embarks on policy matters of con cern to these two groups such as the recent discussion of theEducational Process Fred Hiestand Junior VicePresident Young Democrats WOBC Freshman year Review Sophomore year LUNA delegate Publicity Director Freshman Social BoardWashington Semester Among the issues that Council must consider this Spring isapproval of salaries for the Editors of the HiOHi and the Review These positions must be held by highly experienced and talented personnel who are required to spend excessive amounts of time on their jobs in addition tofulfilling other responsibilities Toattract and hold such qualified persons I believe that Council must compensate them with asalary More than any otherorganizations on campus the Review and the HiOHi perform vitalservices to the student body serving as the reflector of student opinion and preserving the important events of each year Everystudent who recognizes theimportance of these publications must realize the tremendous difficulties involved in producing a paper or yearbook If we expect the quality and coverage of the twopublications to improve we should be willing to compensate the people who are willing to undertake the job In regard to the present Council Committee system I propose that the LUNA and IAC Committees be combined These two Committees have a single purpose to stimulate interest in both foreign countries and international politicsCombined LUNA and IAC couldundertake a comprehensive research program to gather information on foreign nations The knowledge gained would be beneficial in two ways 1 a more intelligentdecision could be made on areas where summer reps are sent and 2 delegations to the yearly LUNA Convention would be equipped with a greater knowledge of the countries they represent Finally I suggest that thecombined LUNAIAC Committeeaccept the responsibility ofpromoting campus interest ininternational relations and the UnitedNations At the present time LUNA and IAC devote too many of their efforts toward planning programs that are beneficial for a limited
